James joined Amgen in January 2107 covering government affairs, health policy and patient advocacy.  He currently serves as Director of Global Government Affairs for ELMAC (Europe, Latin America, the Mid-East, Africa and Canada). He has over 20 years of experience in the biotechnology industry.

James works on international trade, pricing & reimbursement, intellectual property rights and market access issues.  He leads and has led a number of task forces for industry on country and issue specific areas.  He has held positions in trade, law (as a non-attorney) and advocacy associations and has spent time abroad, where he advised the Provincial Finance Bureau of Hebei Province, China on international trade, management and accounting issues.  Over his career, Mr. Laubner has had responsibility for orchestrating international policy and government affairs in many regions including Eastern Europe, the Mid-East, Asia-Pacific, Latin America and Africa. In his work, James seeks to unlock commercial potential through targeted and aligned partnerships with external stakeholders and public policy decision makers to protect and strengthen reputation, develop a favorable sustainable operating environment and, most importantly, ensure broad patient access.

Mr. Laubner completed both his undergraduate and graduate studies at the George Washington University in Washington, D.C.  He holds undergraduate degrees in international business finance and political science and an MBA in international marketing and finance. 

James lives in the Los Angeles area.
