
Gonzalo López-Cuevas is a Mexican lawyer, public policy specialist and patient advocate working to strengthen health systems, protect patient rights and improve timely access to cancer care.
His commitment to cancer advocacy is rooted in personal experience. Following the loss of his mother, Tere, to breast cancer, he redirected his professional career towards advancing patient-centred health policy and supporting people affected by cancer.
Since 2024, Gonzalo has served as Treasurer of the Union for International Cancer Control (UICC), having joined its Board in 2020. In this role, he contributes to the organisation’s financial, audit and governance oversight, as well as its strategic direction and institutional sustainability. His work also supports stronger regional collaboration across Latin America.
He is the founder and President of the Foundation for the Strengthening of Health in Mexico, formerly the Cancer Warriors of Mexico Foundation. Under his leadership, the organisation has become a recognised national voice in legislative advocacy and cancer policy. Its work has contributed to 12 legislative reforms affecting more than 250,000 patients and families, including measures addressing employment protection and access to care. Gonzalo has also developed partnerships with government authorities, civil society organisations and academic institutions to advance cancer prevention and patient advocacy throughout Mexico.
A licensed attorney and member of the Mexican Bar Association, Gonzalo specialises in human rights, parliamentary law, public policy, legislative reform and institutional governance, with a particular focus on health law and regulatory frameworks.
He has held senior legal and diplomatic positions within the Government of Mexico, including roles at the Ministry of Foreign Affairs, the Office of the President, the Ministry of Labour and Social Welfare, and the National Human Rights Commission. His international experience includes representing Mexico before 193 States at the Fourth Review Conference of the Chemical Weapons Convention in The Hague, as well as participating in high-level engagements with the Organisation for the Prohibition of Chemical Weapons, the European Commission and the United States National Academy of Sciences.
Within the Office of the President, he oversaw the legal coordination of 266 presidential commitments aligned with Mexico’s national development priorities and the United Nations 2030 Agenda. He also contributed to structural reforms of the Federal Labour Law, including provisions related to decent work and the rights of people with disabilities.
Earlier in his career, Gonzalo worked in corporate law and litigation, advising national and multinational companies on mergers and acquisitions, contractual negotiations and debt recovery. This experience strengthened his expertise in dispute resolution, regulatory interpretation and complex negotiations.
Gonzalo holds a Master’s degree in Public Policy and Administration and a Law degree from Tecnológico de Monterrey, as well as a specialisation in Corporate Law from Universidad Pontificia Comillas in Spain. He has also completed executive education in finance at Harvard Business School and a Diploma in Corporate Finance at Tecnológico de Monterrey.
